Evropska komisija je 23. 1. 2008 predstavila sveženj ukrepov za doseganje podnebnih in energetskih ciljev EU. Pomemben del tega svežnja je revizija evropske sheme trgovanja z izpusti toplogrednih plinov, saj do sedaj trgovanje z emisijami po  ocenah večine strokovnjakov in nevladnih organizacij ni prineslo želenih okoljskih rezultatov. V času slovenskega predsedovanja EU se  tako odpira pomembna razprava o tem, kako narediti trgovanje z emisijami okoljsko učinkovito, ne da bi obenem ogrozili konkurenčnost gospodarstva.

Z namenom dati svoj prispevek k obravnavi tega vprašanja smo se v Slovenskem E Forumu  (www.se-f.si) in Focus društvu za sonaraven razvoj (focus.si)  odločili, da 20. in 21. marca 2008  v sodelovanju z Državnim svetom RS,  v dvorani Državnega sveta RS, na  Šubičevi 4,  v Ljubljani, organiziramo mednarodno konferenco o prihodnosti trgovanja z izpusti  toplogrednih plinov v EU . S pomočjo predstavnikov Evropske komisije, slovenskega predsedstva EU in Evropskega parlamenta ter uglednih strokovnjakov iz vrst vlad, podjetij, univerzitetnih,raziskovalnih  in nevladnih organizacij bomo  iskali  tako rešitve za izboljšanje okoljske učinkovitosti evropske sheme  kot tudi razpravljali o predpostavkah, omejitvah in alternativah trgovanju z izpusti.
