Private-sector tenants are the most affected by energy poverty and often lack the means to improve their housing conditions. Current support programs for home renovation mainly target homeowners. This report gathers a selection of legal, financial, awareness, and technical measures used abroad for tenants and rental property owners, which could inspire new public policies at the national or local level.
While the replication of these initiatives needs to be adapted to the local context, the coordination of strategies and measures remains crucial due to the complexity and systemic causes of energy poverty in the rental sector.
Addressing these issues also involves maintaining a sufficient housing supply despite real estate pressures, encouraging investment in rental properties, reducing the risk of eviction after renovations, and setting limits on poor energy quality in housing that can harm health and the environment.
