The aim of the LIFE Plan4Climate project is to accelerate the implementation of climate and energy policies in EU Member States and increase their level of ambition by 2030, in order to achieve climate neutrality and ensure the EU’s fair contribution to the objectives of the Paris Agreement.

The project focuses on strengthening climate governance, improving public participation, and increasing social support for a just climate transition, particularly within the framework of National Energy and Climate Plans (NECPs) and Social Climate Plans.

The LIFE Plan4Climate project will strengthen climate action in several ways:

  • by monitoring the implementation of existing measures and policies set out in NECPs and assessing their effectiveness in relation to the EU’s 2030 targets;
  • by monitoring and analysing the development of the new NECPs (2028–2029), both at national and EU levels, with a focus on financing, public participation, and transparent governance;
  • by raising public awareness of the social and economic benefits of climate action and promoting fair solutions to mitigate potential negative social impacts;
  • by building the capacities of stakeholders (from civil society to decision-makers) to participate in the development and implementation of climate policies;
  • by advocating for improved European climate governance and encouraging transparency and cooperation among Member States.
Activities in Slovenia

In Slovenia, Focus Association for Sustainable Development will concentrate on monitoring the implementation of Slovenia’s National Energy and Climate Plan (NECP), engaging with stakeholders in the process of its revision, and raising awareness of the societal and economic benefits of strong climate policies.

Particular attention will be given to social justice and the inclusion of vulnerable groups in shaping policies for a fair transition to a low-carbon society.
