Pismo (vir):
Madžarska vlada je 13. februarja 2018 parlamentu predložila sveženj predlogov treh zakonov, pogovorno imenovan “Stop Soroš”. Predlagana zakonodaja bi še dodatno omejila možnost madžarske civilne družbe, da opravlja svoje delo, tako da bi od organizacij, ki “podpirajo migracije” zahtevala pridobitev nacionalnega varnostnega potrdila in državno dovoljenje za opravljanje najbolj osnovnih funkcij.
V skladu s predlaganim zakonom bi morale organizacije plačati 25-odstotni davek na vsa finančna sredstva, ki jih dobijo iz tujine, namenjena “podpori migracij”. Če tega ne bi storile, bi sledili resni ukrepi, ki bi lahko vodili do nenormalno visokih glob, bankrota in razpusta takšne nevladne organizacije.
Ti predlogi prihajajo v kontekstu že obstoječega krčenja prostora za civilno družbo na Madžarskem in v nasprotju z madžarskimi obveznostmi po mednarodnem pravu glede zaščite pravice do svobode združevanja, izražanja in gibanja.
Predstavljajo najnovejši vladni poskus zatiranja legitimnega dela civilnodružbenih skupin na Madžarskem, ki si prizadevajo za spodbujanje in zaščito človekovih pravic, zagotavljanje pravnih in socialnih storitev ljudem v stiski in javno izražajo nestrinjanje z vladno politiko.
Kot zagovorniki_ce pravic in svoboščin želimo, da bi ljudje povsod lahko izražali svoje mnenje, ne da bi bili napadeni, ogroženi ali zaprti. Odprta razprava o zadevah, povezanih z vladnimi politikami in prakso, je v vsaki družbi nujna, zagovorniki_ce človekovih pravic pa se zaradi izražanja nestrinjanja ne smejo soočati s kriminalizacijo.
Države morajo preko ustrezne zakonodaje zagovornice_ke človekovih pravic varovati, namesto da uvajajo represivne zakone, katerih namen je, da jih utišajo.
Zagovorniki človekovih pravic branijo pravice ljudi v svojih skupnostih in njihovih državah, a pri tem ščitijo naše pravice po vsem svetu. Pogosto so zadnja obrambna linija za svobodno in pravično družbo in za opravljanje svojega dela veliko osebno tvegajo in žrtvujejo.
Solidarno stojimo s civilno družbo in zagovorniki_cami človekovih pravic na Madžarskem.
So pogumni ljudje, zavezani ustvarjanju bolj poštene družbe. Brez njihovega poguma bi bil svet, v katerem živimo, manj pošten, manj pravičen in manj enakopraven.
Madžarski parlament pozivamo, naj v celoti zavrne predlagane zakone in naj pusti nevladnim organizacijam in zagovornicam_kom, da nadaljujejo svoje delo, namesto da se branijo pred takimi napadi.
